Acta: traffic fines on a tablet

With EGAF, an Italian publisher of traffic law handbooks for the police, we are building Acta: a system that lets municipal police issue fines on a tablet. Data loads from national registers, payment goes through pagoPA, and every municipality has its own instance.

The situation

Officers often write fines on paper, and someone later retypes the data into a system. Registers and payments sit in separate systems, and a printed copy loses the validity of the electronic signature. Officers also work in places with no signal.

What we're building

Three parts that work together as one system.

  • A tablet app for the field: sign-in with a one-time code, fingerprint unlock, encrypted data and recording even without a signal.
  • A back office for every police headquarters: an overview of fines, devices and payments, users and permissions, export to the municipality's software.
  • A gateway to 13 government systems: the vehicle and driver's license register, the European EUCARIS system and pagoPA payments.

Securing shared tablets

Each tablet pairs with its municipality through a QR code that is valid for 10 minutes. The data on it is encrypted with a key that unlocks nothing without the server and a fingerprint. If a tablet is lost, the office blocks it remotely, and it locks within 15 minutes at the latest.

Test results

On a single CPU, the system processes 24.9 fines per second with no errors. While we changed the database password with the system running, 1.15 million API requests went through without a single error. An evening sync of 50 tablets with 750 fines and 3,000 photos takes 76 seconds.

Status

Acta is in development. The server side, the back office, the integrations and operation for multiple municipalities are done. The field app is growing milestone by milestone.
